Bob Miller, DPA – Retired Vice Chancellor, VP & Secretary, Finance and Resource Development
Dr. Robert B. Miller’s commitment to community colleges and the life-changing work they perform dates back 43 years. His love for community colleges emanates from his alma mater, Pasadena City College (PCC). He knows the college as a student, faculty member, dean, vice president, educational services, assistant superintendent/senior vice president business and college services, and interim superintendent/president. Over a combined 22 years, he held positions overseeing all business and finance functions, facilities, human resources, information technology, and media and educational services including overseeing the curriculum and instruction process and serving as the Accreditation Liaison Officer.
On April 1, 2016, Dr. Miller began his tenure as Vice Chancellor, Finance and Resource Development for the Los Angeles Community College District (LACCD) – serving over 240,000 students through nine community colleges with an annual budget of more than $2.5 billion. Reporting to the Chancellor and as a member of the Chancellor’s Executive Staff and Cabinet, the position oversaw the District’s finances, business services, institutional advancement, risk management and information technology. Dr. Miller led an assessment and restructuring of the District’s information technology organization, staffing, service delivery model, and funding in support of all District and college academic and business operations. Dr. Miller established a Bond Program Monitor (BPM) for the $9.6 billion BuildLACCD program and established a new Bond construction Program Management Office (PMO). He served on the City of Los Angeles Workforce Investment Board and as a Board Member of the Los Angeles Regional Adult Education Consortium (LAREAC), a group of five Districts including LAUSD and LACCD.
Dr. Miller spent 15 years working for INTELECOM Learning, a non-profit 501 (c)(3) corporation owned by 45 southern California community colleges, producing distance learning video and online credit and non-credit courses. Dr. Miller served as Director, Development, Vice President, Development and Vice President, Marketing and Member Services.
Dr. Miller holds an associate degree in telecommunications from Pasadena City College, a bachelor’s degree in business administration from the University of La Verne, a master’s degree in Public Administration from California State University, Northridge, and a doctorate in Public Administration from the University of La Verne.
Dr. Miller was recently named a Vice President and Partner in PPL, Inc., a leading executive search and higher education consulting firm in California established in 1978.
Among Dr. Miller’s community volunteer activities, he is a 40-year member of the Pasadena Tournament of Roses Association. He retired from the Los Angeles Community College District to complete an unprecedented two-year appointment as President and Chairman of the Board due to the Covid-19 pandemic. Miller then served one year as the Past President and recently was appointed a Life Director, a designation granted to Association Past Presidents and Chairmans of the Board. As President, Dr. Miller presided over the 2022 Tournament of Roses Parade and Rose Bowl Game and relocated the 2021 Rose Bowl Game – again unprecedented — to Arlington, Texas because of the Covid-19 pandemic.
